The Capital Line South Extension (CLSE) project in Edmonton, AB, constitutes a significant expansion of the High Floor Light Rail Transit (LRT) Network. Scope
The CLSE project involves a 4.5 km extension of the existing LRT network, connecting Century Park Station to the proposed Heritage Valley North Station. PCL-Graham SLS, comprising PCL Construction, Graham Construction, and Jacobs Solutions, secured the bid for construction works through a Design-Build arrangement. Meanwhile, HSRS entered the scene to bid for providing RAM, Safety & Security Certification, Systems Integration, and Interface Management planning and support.
Scope deliverables included:
- RAM Program Development: Initial discussions with stakeholders, including The Systems Risk and Safety (TSR), outlined responsibilities, methodologies, and organizational structures for RAM considerations. This involved breaking down verification processes for adherence to RAM requirements during the warranty period.
- Safety and Security Certification: HSRS developed plans for hazard analysis methods, involvement of Independent Safety Assessors (ISA), and processes for verifying, validating, and certifying infrastructure safety. Organizational structures and roles for safety activities were detailed.
Delivery Challenges
- Scope Adaptation: HSRS faced the challenge of adapting to expanded responsibilities, particularly in assuming the Safety and Security Certification Program later into the planning phase.
- Dynamic Consortium Expectations: Consortium expectations fluctuated, necessitating constant updates to foundational standards and documentation.
- Tight Timeframes: HSRS had to respond swiftly to changes, sometimes requiring updates to be made within a day's notice.
- Adaptability and Flexibility: HSRS provided support from both the UK and Canada, ensuring responsiveness to consortium changes.
